On 10 September 2026, Governor Gavin Newsom signed a package of online-safety bills that includes SB 1119 — 'Adam's Law', named after Adam Raine and described by the Governor's office as the nation's strongest companion-chatbot regulation. The provision targets AI companions used by children.
Under the law, operators must run crisis protocols when a minor expresses suicidal ideation, provide parental controls, and notify parents if a child disables safety settings. It is also the first US law to require companies to conduct independent child-safety audits and file annual risk assessments for companion chatbots.
